HYDROCHINA ZHONGNAN started its business in environmental protection in early 1980s and after about 30 years’ of development, it has already become extremely powerful in its technical force. By now, HYDROCHINA ZHONGNAN has the Class A Qualification of Environmental Impact Assessment issued by Ministry of Environmental Protection of P.R.C (the former State Environmental Protection Administration), Class A Qualification for Integrated Engineering Design (including environmental engineering design) and Class A Qualification of Engineering Supervisor issued by the Ministry of Housing and Urban-rural.

Currently, HYDROCHINA ZHONGNAN has about 100 staff member specialized in the field of environment protection, among which 11 are professor level senior engineers, 30 are senior engineers and 38 are engineers. There are 14 state registered EIA engineers, 4 state registered civil engineers, 4 state registered cost engineers, 3 state registered constructors, 2 registered structural engineers, 18 staff members with the qualification certificate of EIA and 4 having the qualification for registered environmental protection engineer.

HYDROCHINA ZHONGNAN has made a number of excellent achievements in the field of environmental protection and is highly appraised by the environmental protection authorities and construction organizations at the state, provincial and municipal levels; it has about 10 prizes granted at national, ministerial and provincial levels, 3 published monographs, 1 national patent and around 150 published papers.

2. Business Scope

In recent years, with the development of the society and the establishment of scientific outlook on development, increasing emphasis and support have been given to the environment protection from people of all circles. With the help and concern from Ministry of Environmental Protection, Ministry of Water Resources and HYDROCHINA Corporation, the environmental protection business of HYDROCHINA ZHONGNAN is developing rapidly. The existing business scope of environmental protection in HYDROCHINA ZHONGNAN includes the following areas:

Environmental impact assessment on construction project (including acceptance and investigation of environmental protection on completion of hydropower project)

Environmental management and supervision on construction project

Design of urban sewage treatment implementation and engineering design of industrial wastewater treatment generated from hydropower projects

Engineering design of municipal solid waste disposal

Water and soil conservation and ecological restoration for construction project

Engineering design on proliferation of river fish

(1)Environmental Impact Assessment:

HYDROCHINA ZHONGNAN had set up its EIA agency in 1983 and was awarded the certificate for integrated EIA of construction projects (Document No. 0512) by the National Environmental Protection Bureau in 1986.

In the year 1993, the Reservoir Environmental Protection Division was established, which is specialized in the field of environmental impact assessment; it was awarded Class A Qualification Certificate of EIA by the Ministry of Environmental Protection (Document No. 2701) and this certificate was prolonged in the year 2011. The scope of its assessment includes EIA report (Class A: agriculture and forestry, water conservancy and social area) and the EIA report for general projects.

Currently, there are about 30 projects undergoing EIA of construction project, which are Longtan Hydropower Station (post-assessment), Panlong Hydropower Station, Yakou Navigation Complex Project on Han River, Luoning Pumped Storage Power Station, Flood Storage and Detention Project in the flood plain of Dujiatai in Hubei Province, Yangjiang PSPS etc.; projects undergoing planning EIA are Chayuqu Hydropower Planning in Tibet and Nanhe Hydropower Planning in Shimen County etc.; projects undergoing environmental protection investigation on completion acceptance are Duluoxi Hydropower Project (at impoundment stage), Wuxi Water Conservancy and Hydropower Complex Project and Shuanghe Hydropower Station on Baishui River etc..

The HYDROCHINA ZHONGNAN-designed Lianhuachi Domestic Sewage Treatment Plant at Xiangjiaba Hydropower Station was constructed and put into operation in 2007. This project, at a total cost of RMB 17.41 million yuan, has a capacity of 5000m3/d; it adopts the DAT-IAT secondary biochemical treatment process with the effluent of the domestic sewage up to the discharge standard of Level 1 Class B as specified in GB18918-2002 Discharge Standard of Pollutants for Municipal Wastewater Treatment Plant.

Up to now, the projects that have already been designed include the sewage treatment project in Suijiang County of Yunnan Province, the sewage treatment projects for the 10 relocated towns for Longtan Hydropower Station, the 11 relocated towns for Xiangjiaba Hydropower Station and the 5 relocated towns for Tuokou Hydropower Station, the Industrial Sewage Treatment Project for Xiangjiaba Hydropower Station, Sewage Treatment Project for Liyang Pumped Storage Power Station etc..

(3)Refuse disposal project: HYDROCHINA ZHONGNAN has undertaken the design of a refuse landfill for the construction area of the Three Gorges Hydropower Station; the already designed projects include the waste incineration power plant in Xiangtan City of Hunan Province, domestic rubbish disposal in Suijiang County of Yunnan Province, domestic rubbish disposal in Pingshan County of Sichuan Province and domestic rubbish disposal for the relocated towns for Longtan Hydropower Station, Xiangjiaba Hydropower Station and Tuokou Hydropower Station.

HYDROCHINA ZHONGNAN designed and constructed the propagation and releasing station for rare fish species at Xiangjiaba Hydropower Station in Yibin. The total investment of the program is about RMB 40 million yuan and the facilities for the program are composed of the outdoor impounding pools, breading rooms, exhibition hall of rare fish species, breeding pond, culture pond and other support facilities like water supply and drainage, water treatment and air supply. This program undertakes the artificial propagation and releasing of special fish spices mainly in the Jinsha River and the Minjiang River and concurrently the releasing of paddlefish, Acipenser dabryanus, common sucker as well as part of the special fish spices in the upstream of Yangtze River. The scale of production includes about 10,000 rare and valuable fish seeds, 30,000 special fish seeds of 125px~250px sizes and 20 spices of at least 2,000 parent fish and backup parent fish.

Currently, HYDROCHINA ZHONGNAN has undertaken the design for the fishway design and research for Haji Hydropower Project in Myanmar and the design for Pankou fish propagation station in Hubei Province.

(5)Noise control engineering:


HYDROCHINA ZHONGNAN has undertaken the design for the pilot project of a 200m-scale acoustic screen at Tianba Construction Area at Xiangjiaba Hydropower Station, with a total cost of RMB 730,000 yuan. Environmental Monitoring Station is entrusted for noise monitoring during the whole process before and after the construction of acoustic screen. The monitoring result indicates that the reduction rate of construction and traffic noises is more than 11dB, serving as the basic information for the type selec_tion and construction of acoustic screens at later stages in other road sections.

(6)Ecological Rehabilitation Project:

HYDROCHINA ZHONGNAN took on the ecological rehabilitation tasks at the high slopes for the construction areas of Longtan Hydropower Station and Xiangjiaba Hydropower Station. The pictures below are the real scenes of ecological rehabilitation.

HYDROCHINA ZHONGNAN has accumulated rich experience during the process of the ecological rehabilitation design. Topsoil of the stripped-off material from the construction excavation is collected to be used for virescence purpose during greening construction.

(7)Environmental Management and Supervision:

HYDROCHINA ZHONGNAN has successively taken on the environmental supervision of Longtan Hydropower Project, environmental management and supervision of Xiangjiaba Hydropower Station, environmental supervision for estuary treatment on Shenzhen River and the environmental management and supervision for other projects.



II. Water and Soil Conservation

1.Preparation of Water and Soil Conservation Plan for Development and Construction Project

Preparation of water and soil conservation plan for development and construction project by HYDROCHINA ZHONGNAN dated back to 1990s. In 1997, HYDROCHINA ZHONGNAN was granted the Class A Qualification Certificate in water and soil conservation planning and had undertaken the preparation for more than 120 water and soil conservation plans approved by the Ministry of Water Resources and Provincial Administrative Departments in Charge of Water Resources, covering the areas of hydropower, water conservancy, highway, wind power, power transmission and transformation, mining, chemical industry, real estate and municipal works etc., accumulating abundant experience in water and soil conservation planning for development and construction project. Currently, HYDROCHINA ZHONGNAN has 45 employees specializing in water and soil conservation, among which 6 are registered civil engineers in water and soil conservation for water resources and hydropower projects, 33 have Class A Work Certificates in water and soil conservation planning and 18 have work certificates in water and soil conservation monitoring.


(1) Water and soil conservation planning and design

HYDROCHINA ZHONGNAN has rich experience in water and soil conservation planning and design and enjoys complete personnel allocation in such a field; it has successively undertaken construction drawing design in terms of water and soil conservation and farmland protection for more than 10 projects like the Xiangjiaba Hydropower Station on Jinsha River, Pumped Storage Power Station on Bailianhe River, Heimifeng Pumped Storage Power Station, Youchou Hydropower Station in Chongqing, Guxue Hydropower Station on Dingqu River, Pankou Hydropower Station, Xiangjiaba Reservoir area in Sichuan Province and Baishi Hydropower Station, among which the Heimifeng and Youchou Projects have already passed the acceptance by related water resources administrative departments. In addition, HYDROCHINA ZHONGNAN has planned and completed topsoil resources collection and protection at Xiangjiaba Hydropower Station, being the pioneer in topsoil collection and protection for hydropower projects in China.

(2)Technical assessment on

HYDRCHINA ZHONGNAN is authorized by the Hunan Provincial Water Resources Department as one of the acceptance and assessment organizations for water and soil conservation facilities on project completion, and it is qualified to carry out the specialized acceptance and assessment work on completion of water and soil conservation projects throughout the province.

(3) Water and soil conservation monitoring

HYDROCHINA ZHONGNAN is in possession of Class B Qualification Certificate of water and soil conservation monitoring for production and construction projects granted by the Ministry of Water Resources. It is capable to undertaken the water and soil conservation monitoring work for the production and construction projects with the water and soil conservation schemes as approved by the administrative department in charge of water resources under local people’s government above the county level. Currently, HYDROCHINA ZHONGNAN has 30 staff members in the field of water and soil conservation monitoring, 18 of whom have their job certificates in water and soil conservation monitoring.

(4) Water and soil conservation monitoring and management

HYDROCHINA ZHONGNAN is qualified for the water and soil conservation management and supervision for construction project and it has once undertaken the environmental protection and reservoir protection at the project area of Longtan Hydropower Station; it also carred out the water and soil conservation management and supervision for the construction areas of both Xiangjiaba Hydropower Station and Baihetan Hydropower Station.

While working for the water and soil conservation management at Xiangjiaba Hydropower Station, HYDROCHINA ZHONGNAN, according to the related rules and regulations of water and soil conservation, stipulated a number of rules based on the engineering characteristics of the project, including the Monthly Statistical Statement on Implementation of Water and Soil Conservation, Information Management of Water and Soil Conservation, Prevention and Control Manual for Water and Soil Erosion, Water and Soil Conservation Facilities Acceptance on Completion of Contract Project, all of which play an important role in the control of water and soil erosion and are highly appraised by related authorities departments and construction organizations.
