Water Regime and Reservoir Scheduling Engineering Company is a branch of HydroChina ZhongNan Engineering Corporation, mainly engaged in hydrological survey and design for hydropower and water conservancy projects, hydrological and water resources investigation and evaluation, water resources analytic demonstration, hydrological forecasting, automatic hydrological data acquisition and transmission system, automatic reservoir scheduling system, flood control and drought relief command system, flood monitoring and warning system, drought regime monitoring system, automatic water environment monitoring system, and survey, design, construction, supervision, operation management and technical consultancy for wind power, solar power and other new energy projects.
The company comprises five sections, i.e., hydrological survey, hydrology and water resources, hydrological data acquisition and transmission, technological development, and administration, and has professional technical personnel in hydrology and water resources, meteorology, surveying, electrical engineering, mechanical equipment, civil work, computer and network, communication, telemetering and remote sensing, automation, software development, etc., of which there are 11 professorate senior engineers, 9 senior engineers and 12 engineers. Our staffs have qualification certificates of senior project manager, water resources investigation and evaluation, water resources demonstration, consulting engineer, supervising engineer, quality engineer, internal auditor of management system, and so on.
We independently developed PC-1500 automatic flow gauging system in 1980s, the first in China, and telemetry terminals, communication control software, forecasting software, and other software and hardware products in early 1990s. So far we have developed telemetry terminal hardware products of several series and software products for automatic reservoir scheduling platform, flood monitoring and warning platform (GIS), information distributing platform (WEB and GSM-based), forecasting system, scheduling system, etc., and designed and built hundreds of automatic hydrological data acquisition and transmission systems, automatic reservoir scheduling systems and flood monitoring and early warning systems. Through years of product development and promotion, we have successfully extended the technology of automatic data acquisition and transmission to such fields as flood control and drought relief, water resources monitoring and management, flash flood monitoring and early warning, renewable energy monitoring and management, 3D virtual reality monitoring, and automatic ice (water) regime monitoring for Alpine depopulated zones, and have achieved good social and economic benefits.

The telemetry terminals independently developed by us support many communication modes (VHF, GSM/GPRS, PSTN, direct connection, etc.) and data download (remote, laptop at field, USB flash disc) and characterized by multi-parameter acquisition (hydrology, water quality, soil moisture content, ice regime, weather, gate opening, battery voltage, etc.), multi-function (telemetry, storage, and manual setting, etc.), multi-port (total-amount float-type stage meter, digital rain gauge, RS232, RS485, SDI-12, etc.), multi-work system (self-reporting, response, compatible), low power consumption (standby current<0.5mA), and high reliability (MTBF>25000h).

The software products developed by us have passed the test by software testing center and obtained certificates of appraisal, and received the certificates of registration for copyright of computer software issued by the National Copyright Administration of China. The automatic reservoir scheduling platform software was awarded first prize for scientific and technological progress by HydroChina Corporation, third prize for scientific and technological progress of Hunan Province, and national third prize for electric power science and technology.

Since the design and construction of the automatic hydrological data acquisition and transmission system for Daguangba Hydropower Station in Hainan in early 1990s, we have gone through a journey of 20 years in software and hardware development, information system integration, and other relevant fields. We have designed and constructed the automatic hydrological data acquisition and transmission system for Longtan HPP, optimal scheduling system for cascade reservoir group on the Apeng River in Chongqing, provincial-level hydrological information platform for flood-reporting stations in the Xiangjiang River basin, and flash flood monitoring and early warning system for nearly 30 counties in Hunan Province, designed hydropower automation system for China Southern Power Grid, hydrological information center for China Datang Corporation Guangxi Branch, supervised the construction of automatic cascade reservoir scheduling system for the Three Gorges HPP on the Yangtze River and automatic hydrological data acquisition and transmission system for the Yalong River basin, and prepared line specifications such as the Technical Specifications for Automatic Hydrological Data Acquisition and Transmission System for Hydropower Projects. In addition, we have taken charge of the Seminar on Design and Construction of Automatic Hydrological Data Acquisition and Transmission System for Developing Countries every year since 2010, which is sponsored by the Ministry of Commerce of China and organized by HydroChina ZhongNan Engineering Corporation. These achievements reflect our outstanding performance in automatic hydrological data acquisition and transmission system and its relevant fields. So far, we have established over 100 central stations, nearly 3000 water and rainfall information telemetric stations, and over 2000 broadcasting master and slave stations for flash flood disaster early warning systems.
